🔴 UGANDAN SCHOLAR JAILED 17 YRS FOR RAPING TWO WOMEN IN UK
Disgraced Ugandan official & UK scholar Charles Isabirye exposed as a predator who lured women to Britain with fake job offers before raping & threatening them.
A former Ugandan education official who lured two women to the UK with false promises of jobs and housing has been sentenced to 17 years in prison for raping them, along with additional offenses of witness intimidation and breaching a restraining order.
Charles Isabirye, 48, of Ratcliffe Road, Loughborough, was suspended from his position at Uganda’s ministry of Education and sports in 2020 for fraud, before the disgraced former teacher was given a UK government scholarship to England’s premier sports science University, Loughborough, in 2021.
His first victim approached Leicestershire police in 2022 but did not pursue her complaint. A report by a second woman to Northamptonshire Police in 2023 led to both allegations being investigated fully.
While on bail, Isabirye violated conditions by posting the victims’ names on social media—despite their lifelong anonymity as sexual offense victims—and threatening them and their families to drop the case. This formed the basis of the witness intimidation charges.
Isabirye was convicted earlier this month following a trial at the same court. He denied the charges, claiming the victims had colluded with the investigating officer to fabricate the allegations. 27 On Wednesday, October 22, 2025, Judge Steven Evans handed down the sentence, describing Isabirye as someone who “found and saw conspiracies everywhere and painted yourself as the victim.” The judge added that Isabirye continues to blame one of the victims for his predicament and poses “a serious risk to women.”
In addition to the prison term, Isabirye was made subject to a Sexual Harm Prevention Order, a restraining order prohibiting any contact with the victims, and indefinite placement on the sex offenders’ register.
The court heard how Isabirye brought the two women from Uganda to the UK, promising them employment and accommodation that never materialized. Isolated with no family or friends in the country, the victims were raped by Isabirye. The first victim reported the assault to Leicestershire Police in 2022 but initially withdrew her complaint. In 2023, a second victim came forward with a similar account, prompting police to re-contact the first woman, who then provided a full statement.
Judge Evans praised Detective Constable Sarah Le Boutillier for her professionalism and work on the case. In a statement after the hearing, DC Le Boutillier said: “I have nothing but praise for the victims in this case—not only for coming forward and reporting what happened to them, but for the bravery they showed in court throughout a lengthy, difficult trial. Isabirye sought to discredit them at every opportunity. While it doesn’t change what they went through, I hope they find some comfort in knowing he’s in prison for a significant amount of time.”
Background on the Defendant
Isabirye, a Ugandan national, had a prior career in public service in his home country. He began working for the Ugandan government in 1997 as a teacher in districts including Mbale and Kamuli. 28 29 In March 2019, he was promoted to Education Officer in charge of Physical Education at the Ministry of Education and Sports.
However, in June 2020, he was interdicted amid allegations of forging his supervisor’s signature to requisition approximately 20.7 million Ugandan shillings (around £4,000) for unbudgeted activities, such as monitoring school facilities. Isabirye challenged the suspension in Uganda’s High Court, arguing it was malicious and violated procedural fairness, but Justice Musa Ssekaana dismissed the application in July 2021, describing the allegations as “grave and indeed criminal” and ordering Isabirye to pay costs.
Following his interdiction, Isabirye relocated to the UK as a Chevening Scholar to study at Loughborough University in the School of Sport, Exercise and Health Sciences during the 2021/2022 academic year. The offenses occurred while he was based in Loughborough.
