The suspects, aged 19 and 26, were detained on Tuesday following a proactive intelligence-led operation that has now seen nine individuals arrested across the United Kingdom in the last 72 hours.
Officers from the Metropolitan Police and Hertfordshire Constabulary executed the arrests under Section 1 of the Criminal Law Act 1977 after identifying a suspected plot to target a venue used by the Jewish community.
The investigation follows a series of recent incidents in North West London, including an attack on medical vehicles and a separate attempted arson at a religious site.
Specialist units are currently conducting forensic examinations of electronic devices and properties in Watford to establish the extent of any broader extremist network.

Seven other individuals previously detained in Harpenden, Stevenage, and Birmingham remain under investigation, with several released on conditional bail while enquiries continue.
The Community Security Trust, which monitors antisemitic activity and provides physical protection for Jewish institutions, has been formally engaged in the police response.
Senior National Co-ordinator of Counter Terrorism Policing, Deputy Assistant Commissioner Vicki Evans, confirmed that the investigation is proceeding at pace to identify all parties involved in the alleged planning.
Procedural records indicate that investigators are treating the matters as a conspiracy to cause damage by fire, an offence that carries a maximum penalty of life imprisonment upon conviction.

No charges have been formally brought against the two men arrested in Watford and they remain in police custody for questioning.
